Question: I found a lost gold item and sold it, and I gave its price in charity. I intend that if I find its owner and he is not willing to accept its value—because I found it in the middle of a large city—will I be sinful for that?

Answer: It is obligatory for you, and for anyone else who finds a lost item of value, to announce it for a full year in public gatherings, twice or three times a month. If it is recognized, hand it over to its owner. If it is not recognized, it belongs to the finder after the year, because the Prophet (peace and blessings be upon him) commanded this.
Unless it is in the two Sacred Sanctuaries, in which case he may not take ownership of it; rather, he must announce it permanently until its owner recognizes it, or hand it over to the responsible authorities in the two Sacred Sanctuaries so that they preserve it for its owner. This is based on the saying of the Prophet (peace and blessings be upon him) regarding Mecca:
it is not lawful for anyone to pick up a thing dropped but one who makes public announcement of itلا تحل ساقطتها إلا لمعرف

, and the saying of the Prophet (peace and blessings be upon him):
I declare Medina to be sacred as lbrahim had declared Mecca to be sacredإني حرمت المدينة كما حرم إبراهيم مكة

However, if the lost item is of little value and its owner would not care about it, such as a rope, a sandal strap, or a small amount of money, then it is not obligatory to announce it. The finder may benefit from it or give it in charity to its owner.
Excluded from this are lost camels and similar animals that are safe from small predators like wolves and the like. It is not permissible to pick them up, based on the saying of the Prophet (peace and blessings be upon him) to the one who asked him about them:
Leave that alone, for it has feet and also a leather bag, it drinks water, and eats (the leaves) of the treesدعها؛ فإن معها حذاءها وسقاءها، تَرِدُ الماء وتأكل الشجر حتى يلقاها ربها
