Answer: It is permissible for a man, if he intends to propose to a woman, to speak with her and to look at her without seclusion. The Prophet (peace and blessings be upon him) said when a man came to him seeking his advice: He said: No. He said: He said: Musannaf Ibn Abi Shaybah 6:1350.
Looking is stronger than speaking, so if the conversation with her is regarding marriage and residence, and her character, so that you know if she knows such and such, there is no harm in that if he intends to propose to her. But if he does not intend to propose to her, he has no right to do that.
