Answer:
It appears there is no harm; it appears that it is recommended for everyone.

The Shaykh: The Prophet (peace and blessings be upon him) sometimes left it, as came in some narrations, so it is recommended and not obligatory.
Q: If he sits and his imam did not sit, does that cause a difference with the imam?
The Shaykh: It does not appear to me that if the imam leaves the sunnah, the ma'mum should leave it. If the imam does not raise his hands, the ma'mum raises his hands. If he leaves the sunnah, the ma'mum performs it, but he does not delay; because he may bow before the imam finishes reciting al-Fatihah. He should follow him so that he does not miss reciting al-Fatihah.
Q: If the imam sits for rest, when does he say takbir? When standing up or when rising from prostration?
The Shaykh: When rising from prostration. And if he delays it until he stands up from the sitting, there is no harm, so that the ma'mums do not differ with him. But if the ma'mums know the sunnah, they do not differ with him. If they know that he sat, they do not differ with him. But if he fears that they will differ, he says takbir when he rises to stand.
