Answer:
It is weak; this is weak. Therefore, it is permissible for a woman to see a blind man and not to veil herself from him. The Prophet (peace and blessings be upon him) said to Fatimah bint Qays:
So better spend this period in the house of Ibn Umm Maktum, for he is a blind man and you can put off your garmentsاعْتَدِّي عند ابن أم مكتوم فإنه رجل أعمى تضعين ثيابك فلا يراك
Sahih Muslim 1480a
, and he (peace and blessings be upon him) said regarding seeking permission:
Verily! The order of taking permission to enter has been enjoined because of that sightإنما جعل الاستئذان من أجل النظر
