Answer:
Allah says:
And do not conceal testimony, for whoever conceals it - his heart is indeed sinfulوَلَا تَكْتُمُوا الشَّهَادَةَ وَمَنْ يَكْتُمْهَا فَإِنَّهُ آثِمٌ قَلْبُهُ
[Surat al-Baqarah:283] It is obligatory for him to deliver the testimony, but if he finds himself in a situation where he fears for his life, he is excused. However, he should strive, as much as possible, to deliver it by any means, even by a means where it is not known that he is the one who delivered it. For example, the judge might say, "The trustworthy witnesses testified before me," or "So-and-so testified before me," if the judge can do that.
