Q: What is the ruling on a person who witnessed a traffic accident in which there were fatalities, and he was asked to testify but denied seeing the accident? Does he commit a sin and owe an expiation, and what is the amount of this expiation?
A: It is not permissible to conceal testimony, and whoever conceals it is in error and a sinner, and it is obligatory for him to repent to Allah the Exalted:[Al-Baqarah 2:282] , and He the Exalted said: [Al-Baqarah 2:283] . And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

And let not the witnesses refuse when they are called upon
وَلاَ يَأْبَ الشُّهَدَاءُ إِذَا مَا دُعُواAnd do not conceal testimony, for whoever conceals it - his heart is indeed sinful, and Allah is Knowing of what you do.
وَلاَ تَكْتُمُوا الشَّهَادَةَ وَمَنْ يَكْتُمْهَا فَإِنَّهُ آثِمٌ قَلْبُهُ وَاللَّهُ بِمَا تَعْمَلُونَ عَلِيمٌ
