The reciter: Hārūn ibn Sa‘īd al-Aylī narrated to us, Ibn Wahb narrated to us, Harimah narrated to us from ‘Abd al-Raḥmān ibn Shimāsa, who said:
I came to ‘Ā’ishah to ask her about something, and she said: Who are you? I said: A man from Egypt. She said: How was your companion with you in these expeditions? He said: We found no fault with him. If a camel of ours would die, he would give him a camel, and if a slave would die, he would give him a slave, and if he needed expenses, he would give him the expenses. She said: What he did regarding my brother, Muḥammad ibn Abī Bakr, does not prevent me from telling you what I heard from the Messenger of Allah (peace and blessings be upon him) saying in this house of mine: O Allah, whoever takes charge of any matter concerning my Ummah and makes things difficult for them, make things difficult for him, and whoever takes charge of any matter concerning my Ummah and is gentle with them, be gentle with him. أَتَيْتُ عَائِشَةَ أَسْأَلُهَا عَنْ شَيْءٍ، فَقَالَتْ : مِمَّنْ أَنْتَ؟ فَقُلْتُ : رَجُلٌ مِنْ أَهْلِ مِصْرَ، فَقَالَتْ : كَيْفَ كَانَ صَاحِبُكُمْ لَكُمْ فِي غَزَاتِكُمْ هَذِهِ؟ فَقَالَ : مَا نَقَمْنَا مِنْهُ شَيْئًا، إِنْ كَانَ لَيَمُوتُ لِلرَّجُلِ مِنَّا الْبَعِيرُ فَيُعْطِيهِ الْبَعِيرَ، وَالْعَبْدُ فَيُعْطِيهِ الْعَبْدَ، وَيَحْتَاجُ إِلَى النَّفَقَةِ، فَيُعْطِيهِ النَّفَقَةَ، فَقَالَتْ : أَمَا إِنَّهُ لَا يَمْنَعُنِي الَّذِي فَعَلَ فِي مُحَمَّدِ بْنِ أَبِي بَكْرٍ أَخِي أَنْ أُخْبِرَكَ مَا سَمِعْتُ مِنْ رَسُولِ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ، يَقُولُ فِي بَيْتِي هَذَا : اللهُمَّ، مَنْ وَلِيَ مِنْ أَمْرِ أُمَّتِي شَيْئًا فَشَقَّ عَلَيْهِمْ، فَاشْقُقْ عَلَيْهِ، وَمَنْ وَلِيَ مِنْ أَمْرِ أُمَّتِي شَيْئًا فَرَفَقَ بِهِمْ، فَارْفُقْ بِهِ
.

The Shaykh : This refers to the management of affairs. If he makes things difficult for them, the Prophet (peace and blessings be upon him) has prayed that Allah make things difficult for him. And if he makes things easy for them, Allah will make things easy for him. This applies to matters other than those where strictness and restraint are necessary, such as issues of discipline and discretionary punishment. Even if this is difficult for them, it is in reality being gentle with them, because this hardship is followed by good, the prevention of harm, and the like.
If a ruler were to take a transgressor who is a criminal and imprison him in a narrow prison, this is not from the category of one who makes things difficult for the Ummah, because this is from the category of one who disciplines the Ummah and disciplines them well. Every situation has its own appropriate response.
An example of this is: if the one in authority sees a rough path and an easy path, and he leads the people on the rough path while leaving the easy one, it is said that he has made things difficult for them, because there is no reason for this, so Allah will make things difficult for him. But if he led them on the easy path, he would be gentle with them, and Allah would be gentle with him.
And his saying (peace and blessings be upon him):
who (happens to) acquire some kind of control over the affairs of my people من ولي من أمر أمتي شيئاً
Sahih Muslim 1828a
includes the few and the many, even the manager in his school and even the man in his household. And whoever takes charge of anything, it is obligatory for him to be gentle with those whom Allah has placed under his charge, so that he may attain the blessed prayer of the Prophet (peace and blessings be upon him and his family), which is that Allah be gentle with him.
