Gifts to workers are ghalul هدايا العمال من الغلول
, in the hadith of 'Abdullah ibn Lutbiyyah, whom he sent as a governor, and then he returned and said, "This is for you, and this was given to me as a gift." It is possible to say that ghalul includes: anyone who takes from the wealth of the Muslims without right is a ghalil.
This does not include one who usurps something from a specific person, because this has a specific punishment. And as you know, whoever takes a span of land unjustly, Allah will encircle him with it from seven earths.
