The reciter: Muhammad ibn al-Muthanna narrated to us, Muhammad ibn Ja'far narrated to us, Shu'bah narrated to us from Yahya ibn Husayn, who said: I heard my grandmother narrating that she heard the Prophet (peace and blessings be upon him) delivering a sermon during the Farewell Pilgrimage, saying:
If a slave is appointed over you and he conducts your affairs according to the Book of Allah, you should listen to him and obeey (his orders). وَلَوِ اسْتُعْمِلَ عَلَيْكُمْ عَبْدٌ يَقُودُكُمْ بِكِتَابِ اللهِ، فَاسْمَعُوا لَهُ وَأَطِيعُوا
Sahih Muslim 1838a

The Shaykh : This hadith concerns the governors, not the first ruler. Therefore, he said:
And if [a ruler] were appointed over you ولو استُعمل عليكم
It appears that the passive agent is a human being, not Allah (Mighty and Majestic), because if we made it Allah, He would be the first. But here: if the ruler who has general authority appoints a ruler over us, as in this hadith, then it is obligatory for us to obey him.
And his saying:
who leads you by the Book of Allah يَقُودُكُمْ بِكِتَابِ اللهِ
implies that if he orders us to do what contradicts the Book of Allah, we do not obey him, because there is no obedience to a created being in disobedience to Allah.
