The evidence for the condition of purification from impurity in the garment is what came in the hadiths of menstruation that the Messenger of Allah (peace and blessings be upon him) was asked about menstrual blood that falls on a garment, so he ordered that it be scraped off, then pinched, then sprinkled with water, and then prayed in it. This is evidence that it is obligatory to remove the impurity. Second, the Messenger of Allah (peace and blessings be upon him) was brought a child who had not yet eaten food, and he urinated on his lap, so he called for water and poured it over it. This is an action, and an action does not suffice to establish obligation, but it is supported by what came in the previous hadith of menstruation. And a third piece of evidence is
That the Messenger of Allah (peace and blessings be upon him) prayed one day wearing his sandals, then he took them off, so the Companions took off their sandals. When he finished the prayer, he asked them why they had taken off their sandals. They said, "We saw you take off your sandals, so we took off our sandals." He said, "Jibril came to me and informed me that there was harm in them—or filth." أن الرسول صلى الله عليه وسلم صلى ذات يوم بنعليه ثم خلع نعاله فخلع الصحابة نعالهم فسألهم حين انصرف من الصلاة لماذا خلعوا نعالهم فقالوا رأيناك خلعت نعليك فخلعنا نعالنا فقال إن جبريل أتاني فأخبرني أن فيهما أذى -أو- قذرا
