The Shaykh : And this "practice" (sunnah) refers to the one who begins the action of a sunnah, not the one who innovates, because whoever innovates in Islam what is not part of it is rejected and it is not good. This indicates that if a person is granted the ability to initiate a good practice in Islam, whether he hastens to it or revives it after it has been abandoned, because the sunnah in Islam has three categories:
A bad practice: which is the religious innovation (bid'ah), and it is bad even if the one who initiated it considers it good, due to the saying of the Prophet (peace and blessings be upon him): And a good practice: which is of two types. The first type: that the practice is prescribed, then the action of it is abandoned, and then the one who revives it revives it, such as the night prayer in Ramadan with an imam. The Prophet (peace and blessings be upon him) prescribed for his Ummah at the beginning to pray with an imam in the night prayer of Ramadan, then he stopped out of fear that it would become obligatory upon the Ummah, and then the matter was left in the last period of the life of the Prophet (peace and blessings be upon him) and in the time of Abu Bakr (may Allah be pleased with him) and in the beginning of the caliphate of 'Umar, then 'Umar (may Allah be pleased with him) saw that he should gather the people on one imam, so he did so. Thus, he (may Allah be pleased with him) initiated a good practice in Islam because he revived a sunnah that had been abandoned. Or the second type of good practices: that a person is the first to hasten to it, such as the case of the man who hastened with charity until the people followed him and agreed with him on what he did. So the result is that whoever initiates a good practice in Islam, and there is no good practice except what the Shari'ah brought, and those people who innovate in the religion of Allah what is not part of it have taken this hadith, innovating dhikr and innovating prayers for which Allah has not sent down any authority, then they say: this is a good practice. We say: No, every innovation is misguidance, there is no good in innovations, they are all misguidance and all bad. But the meaning in the hadith is the one who precedes to it and hastens, as is apparent from the cause of the hadith, or the one who revives it after it has been abandoned, and for this he has the reward of it and the reward of those who act upon it. And in this hadith is the encouragement to act upon the sunnahs that were abandoned and left and forsaken, for it is written for the one who revives it the reward of it and the reward of those who act upon it. And in it is the warning against bad practices, and that whoever initiates a bad practice has upon him its burden and the burden of those who act upon it until the Day of Resurrection, even if it was easy at first and then expanded, for he has upon him the burden of this expansion. For example, if one of the people gives a dispensation to someone in something of the permissible that is a clear path to the forbidden and close to it, then if the matter expands because of what he issued as a ruling for the people, he has upon him the burden and the burden of those who acted upon it until the Day of Resurrection. Yes, if the thing is permissible and there is no fear that it will be a path to the forbidden, then there is no harm for a person to clarify it to the people, as if the people are accustomed to or think that this thing is forbidden and it is not forbidden, then he clarifies it to the people in order for the truth to become clear, but there is no fear of its consequence, then there is no harm in that. But a thing whose consequence you fear, then he has upon him its burden and the burden of those who act upon it. And Allah is the One who grants success.
