The author (may Allah have mercy on him) stated, in what he quoted from Hudhayfah ibn al-Yaman (may Allah be pleased with him), that the Messenger of Allah (peace and blessings be upon him) said:
By the One in Whose Hand is my soul! Either you command good and forbid evil, or Allah will soon send upon you a punishment from Him, then you will call upon Him, but He will not respond to you. والذي نفسي بيده لتأمرن بالمعروف ولتنهون عن المنكر أو ليوشكن الله أن ينزل عليكم عقابًا ثم تدعونه فلا يستجيب لكم

His statement (peace and blessings be upon him):
By Myself in My Hand والذي نفسي بيده
This is an oath sworn by Allah (Mighty and Majestic), for it is He in whose hand are the souls of the servants (Exalted and Majestic is He); He guides them if He wills, misguides them if He wills, kills them if He wills, and keeps them alive if He wills. Thus, souls are in the hand of Allah in terms of guidance, misguidance, life, and death. Allah (Blessed and Exalted is He) said:
And by the soul and that which proportioned it, and inspired it with its wickedness and its righteousness وَنَفْسٍ وَمَا سَوَّاهَا * فَأَلْهَمَهَا فُجُورَهَا وَتَقْوَاهَا
So souls are in the hand of Allah alone. For this reason, the Prophet (peace and blessings be upon him) swore this oath, and he also frequently swore by this oath:
By Myself in My Hand والذي نفسي بيده
And sometimes he would say:
By the One in Whose Hand is the soul of Muhammad. والذي نفس محمد بيده

Because the soul of Muhammad (peace and blessings be upon him) is the purest of souls, so he swore by it because it is the purest of souls. Then he mentioned what he swore to, which is that we must perform enjoining what is right and forbidding what is wrong, or else Allah will encompass us with a punishment until we call upon Him and He does not respond to us. We ask Allah for safety. Several hadiths have come before us, all of which indicate the obligation of enjoining what is right and forbidding what is wrong, and the warning against neglecting it. It is obligatory for us all to enjoin what is right. So if we see our brother falling short in an obligation, we command him to do it and warn him against disobedience. And if we see our brother committing a wrong, we forbid it to him and warn him against it, so that we may be one nation. For if we become divided and each of us follows his own path, there will arise among us the discord, division, and disorder that occurs. But if we all unite upon the truth, we will attain goodness, happiness, and success. In this hadith is evidence for the permissibility of swearing an oath without being asked to do so, meaning the permissibility of swearing without requesting that a person swear. However, this should only be done in important matters that have significance and weight, such that a person swears by them. As for a matter that has no importance or weight, one should not swear by it, unless one is asked to swear for the sake of confirmation, in which case there is no harm. And success is from Allah.
