Question:
If a person rejoices at an affliction that befalls a Muslim by the decree of Allah, because he is severe in his harm, rebellion, and sins?

Answer:
One should advise him and direct him to good, saying to him: "Fear Allah." Allah says:
(1) By time, (2) Indeed, mankind is in loss,وَالْعَصْرِ ۝ إِنَّ الْإِنْسَانَ لَفِي خُسْرٍ ۝
[Al-'Asr 103:1-2]
except those who believed and did righteous deeds and enjoined one another to truth and enjoined one another to patience [Al-Asr], and the Prophet (peace and blessings be upon him) said:
The religion is sincere adviceالدين النَّصيحة
, so if one knows of a deficiency in his brother, he should advise him and direct him to good in a good manner.
Q: What if he rejects all types of advice?
A: Even so, this is what is required of you: advice. If he accepts it, well and good; otherwise, you have fulfilled what is required of you.
Q: And what if he uses these blessings for evil and sins?
A: You should supplicate for his guidance.
