Question:
In occasions at a wedding hall... the time for prayer arrives, so is it permissible for them to pray in congregation in the same hall, or must they go to the mosque?

Answer:
They must go to the mosque as long as they can hear the call to prayer. If they are near the mosque, they must go to it. The Prophet (peace and blessings be upon him) said:
Whoever hears the call for prayer and and does not come (to the mosque for prayer), his prayer will not be accepted from him, unless he has a (legitimate) excuse.من سمع النداء فلم يأت فلا صلاة له إلا من عذر

I was thinking of commanding that the call to prayer be given, then I would tell a man to lead the people in prayer, then I would go out with some other men carrying bundles of wood, and go to people who do not attend the prayer, and burn their houses down around them.لقد هممت أن آمر بالصلاة فتقام ثم آمر برجل فيؤم الناس ثم أنطلق إلى رجال لا يشهدون الصلاة فأحرق عليهم بيوتهم

The Shaykh: This is a warning, meaning: whoever hears the call to prayer and does not come, he has no prayer, except for one who has an excuse. Some scholars said:
There is no prayerلا صلاة
, meaning that it is deficient. Some of them said that it is invalid. Some scholars consider it invalid, and some scholars consider it deficient, meaning its reward is reduced, except for one who has an excuse, such as illness.
Q: Which is the stronger position, that it is invalid or that it is deficient?
The Shaykh: Deficient, deficient. The position that it is invalid is a strong opinion. Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) mentioned that the scholars have two opinions: one is that it is invalid and that congregation is a condition, and the second opinion is that it is deficient, meaning that some of its reward is reduced; because the congregation is outside the prayer, like the adhan. If they prayed without an adhan, it would be valid despite the sin, and likewise if a person prayed alone, it would be valid despite the sin. But the congregation is outside the components of the prayer, and the adhan is outside the components of the prayer.
Q: Meaning, they must respond to the call; are they not considered to be in congregation?
The Shaykh: They must respond to the call and pray with the people if they can hear the call to prayer. It is not for the sake of the loudspeaker. They are close; if it were not for the loudspeaker, if the loud voice is heard, the loudspeaker may be heard from far away.
