Question: From Abdulaziz ibn Abdullah ibn Baz, to the honorable brother, the esteemed President of the Courts of the Eastern Region, may Allah grant him success in all good, amen.
Peace be upon you, and the mercy of Allah and His blessings. After that:
O Beloved: Your noble letter, dated 12/3/1390 AH, has reached you, may Allah guide you, and what it contained regarding the description of the divorce that occurred from the husband, E. J., to his wife, is:
That he divorced her in a whisper between himself and himself, such that he could only hear himself, by saying: “My wife is divorced from my responsibility,” and he repeated that three times consecutively in one sitting, intending thereby to divorce her three times, where he intended by the three repetitions to establish the second and third divorces, except that he did not utter the explicit word for divorce, but rather alluded to it by what was mentioned, and that some of those who know him ask him about his relationship with her, and he answers: that she is divorced, it was known.

Answer: And based on that, what I see is: that the aforementioned wife has become separated by this divorce with a major separation, and she is not lawful for the aforementioned husband until she marries another husband; a marriage of desire, not a marriage of reconciliation, and he must have intercourse with her; because he has completed the three divorces by his intention.
And I ask Allah to replace each of them with something better than the other, and to make abundant the reward of your eminence; indeed He is Generous, Most Kind.
And peace be upon you and the mercy of Allah and His blessings.
