From 'Abd al-'Aziz ibn 'Abd Allah ibn Baz to His Highness the Honorable Brother, Prince 'A. M. S. (may Allah guide him to what pleases Him and increase him in knowledge and faith)... Ameen.
Peace be upon you, and Allah's mercy and blessings. As for what follows:
Your noble letter, attached and containing three questions, has reached me, and this is the answer to them:
First: What is the ruling on one who obstructs the execution of orders until he is given a bribe?
And the answer:
It is not permissible to give the aforementioned person any money, because that falls under the category of bribery. It is established from the Prophet (peace and blessings be upon him) that he cursed the one who gives a bribe and the one who takes a bribe; and because in that there is great corruption, injustice to people, and encouragement of injustice.
