Answer:
The teacher and others are the same in this regard; it is not permissible for him to touch the mushaf while he is not in a state of ritual purity, according to the majority of the scholars, including the four imams (may Allah have mercy on them); based on the saying of the Prophet (peace and blessings be upon him) in the hadith of 'Amr ibn Hazm:
no-one should touch the Qur'an unless he was pureلا يمس القرآن إلا طاهر

, and it is a hadith with a good chain of narration, narrated by Abu Dawud and others, both connected and disconnected, and it has paths that indicate its authenticity and connection, and the Companions of the Prophet (peace and blessings be upon him) (may Allah be pleased with them) issued rulings based on that, and success is from Allah.
