Question:
We have a school for children who memorize the Qur'an, and they cannot maintain ritual purity at all times. Is it obligatory for children to perform wudu' to touch the mushaf?

Answer:
It is obligatory for their guardian to order them to do so, and likewise the teacher who instructs them, if they are seven years of age or older; because it is not permissible to touch the mushaf except in a state of purity, based on the scriptural evidence regarding this. As for those under seven, they are not permitted to touch the mushaf even if they perform wudu'; because wudu' is not valid for them due to their lack of discernment.
