Question:
There are some books in which the Qur'an is written in full in the middle of the book, and at the top and on the left and right sides, there is a concise tafsir of the verses; for example, (Tafsir al-Jalalayn). Is it permissible to touch such books and read the Qur'an from them while I am not in a state of wudu?

Answer:
These have the ruling of tafsir. As long as they are tafsir books, they have the ruling of tafsir, so you may read in them, and you may carry them while you are not in a state of wudu.
As for the one in a state of janabah, he does not read the Qur'an until he performs ghusl. He does not read, neither from the mushaf nor from anything else, until he performs ghusl. As for the one who is not in a state of janabah, he may touch books of tafsir, hadith, and fiqh.
