Question:
If it is obligatory for a Muslim not to attribute a saying to the Messenger of Allah (peace and blessings be upon him) unless its attribution to him is sound and established, is it not even more obligatory and binding when the saying is attributed to Allah ? And what about this phrase and similar ones attributed to Allah, the Exalted:
Whoever disobeys Me while knowing Me, I will set over him one who does not know Meومن عصاني وهو يعرفني سلطت عليه من لا يعرفني
Please inform us, and may you be rewarded. And peace be upon you.

Answer:
It is not permissible for anyone to attribute to Allah or to His Messenger (peace and blessings be upon him) anything except what he knows to be authentic. If he is in doubt about it, it is obligatory for him not to be definitive, but rather to say: “It is narrated that Allah, the Exalted, said,” or “It is narrated that the Messenger of Allah (peace and blessings be upon him) said,” and so on with similar formulations of caution that do not assert definitively that it is from Allah or from His Messenger (peace and blessings be upon him).
The scholars have explicitly stated this. Among that is this report you mentioned, which is attributed to Allah , that He said:
Whoever disobeys Me while knowing Me, I will set over him one who does not know Meومن عصاني وهو يعرفني سلطت عليه من لا يعرفني
We do not know a source for this report; rather, it is well-known in books of admonition and reminder, and on the tongues of some preachers and remind-ers. It is not permissible to be definitive that it is from Allah ; rather, it is obligatory to report it using the formulation of caution mentioned earlier and similar ones. May Allah guide the Muslims to all that brings Him pleasure.
