Circumcision is a confirmed recommended practice, and some scholars held that it is obligatory, as Ibn Abbas and a group of scholars stated: it is obligatory for men; based on the saying of the Prophet (peace and blessings be upon him):

Circumcision is among the most emphasized recommended practices. It is the cutting of the foreskin on the head of the penis until the glans, which is the tip of the penis, emerges and is exposed. The foreskin is well known to circumcisers. It is better to cut it in childhood, because it is easier in childhood. It is not permissible to delay it until puberty; rather, one must hasten to do it before he reaches puberty. The earlier it is done in childhood, during breastfeeding, or in the first days of birth, on the seventh day or after, the easier it is.
It is a confirmed recommended practice, and some scholars held that it is obligatory for men. Circumcision is a recommended practice for women if a man or woman who is skilled in it is available. It is prescribed for the people of Islam to maintain this, based on the aforementioned hadith.
