Question:
Whoever says:
There is no god but Allah" he will enter Paradise.
Sunan Abi Dawud 3116Sahih (Al-Albani)
Is this a hadith? And is it sufficient for a person to say:
There is no god but Allah.
Sunan Abi Dawud 3117Sahih (Al-Albani)
without acting upon its implications?

Answer:
Many hadiths have come regarding this from the Prophet (peace and blessings be upon him), indicating that whoever says:
There is no god but Allah, sincerely from his heart, he will enter Paradise
In some of them it is said:
Pure from his heart
, and in some:
I have been commanded to fight the people until they say: La ilaha illallah. If they say it, then their blood and wealth are protected from me, except for a right that is due from it, and their reckoning will be with Allah.
Sunan Ibn Majah 3927Sahih (Darussalam)
, and in some he (peace and blessings be upon him) says:
I have been ordered (by Allah) to fight against the people until they testify that none has the right to be worshipped but Allah and that Muhammad is Allah's Messenger (ﷺ), and offer the prayers perfectly and give the obligatory charity, so if they perform that, then they save their lives and property from me except for Islamic laws and then their reckoning (accounts) will be done by Allah.
Sahih al-Bukhari 25
.
All these hadiths explain one another, and the meaning is that whoever says: There is no god but Allah, sincerely from his heart, pure in devotion to Allah alone, and fulfills its right by doing what Allah has commanded and leaving what Allah has forbidden, and dies upon that, will enter Paradise, and his blood and wealth will be protected during his life except by the right of Islam.
It is obligatory for all Muslims to fear Allah and be sincere to Him in worship, and to believe in His Messenger Muhammad (peace and blessings be upon him), that he is the Messenger of Allah to all the two heavy burdens, the jinn and mankind, and that he is the Seal of the Prophets, with no prophet after him. Along with this, they must fulfill the obligations of Allah, leave the prohibitions of Allah, cooperate in righteousness and piety, enjoin one another to truth and patience in it, and disavow everything that contradicts this from all the religions of the polytheists. Whoever dies upon that will enter Paradise without reckoning or punishment. And whoever commits any of the sins, such as zina, drinking intoxicants, consuming riba, undutifulness to parents, and other sins, and dies upon that without repenting, he is under the will of Allah. If Allah wills, He will forgive him out of His grace and kindness, because of his tawhid (the oneness of Allah) and his faith in Allah and His Messenger (peace and blessings be upon him), and his safety from shirk (associating partners with Allah). And if He wills, He will punish him according to the sins he died upon, then Allah will take him out of the Fire, after purification and refining, and enter him into Paradise; because of the saying of Allah (Glorified and Exalted is He) :
Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He wills
[Al-Nisa: 48].
He, Glorified and Exalted is He, informed that He does not forgive shirk (associating partners with Allah) for one who dies upon it, but what is less than that is contingent upon the will of Allah. He may pardon it for him out of His grace and mercy without the intercession of anyone, or He may forgive it for him through the intercession of the prophets, the righteous, the foremost, and others among the believers whom Allah permits to intercede, as He, the Exalted, said:
Who is it that can intercede with Him except by His permission?
[Al-Baqarah 2:255]
, and He, Glorified and Exalted is He, said regarding the angels:
and they cannot intercede except on behalf of one whom He approvesوَلَا يَشْفَعُونَ إِلَّا لِمَنِ ارْتَضَى
[Al-Anbya 21:28]
, and the Prophet (peace and blessings be upon him) said::
And how many angels there are in the heavens whose intercession will not avail at all except [only] after Allah has permitted [it] to whom He wills and approves.
[The Star:26].
It is established from the Messenger of Allah (peace and blessings be upon him) that he will intercede on the Day of Resurrection for many of the sinners from his ummah (the Muslim community) who entered the Fire because of their sins, through several intercessions. Allah sets a limit for him in each intercession, and he brings them out of the Fire. The angels, the prophets, the righteous, and the foremost will intercede after Allah, Glorified and Exalted is He, permits them to do so. A remainder of the sinners who were not included in the intercession will remain in the Fire, and Allah, Glorified and Exalted is He, will bring them out of the Fire by His grace and mercy. No one will remain in the Fire except the disbelievers, for they will abide in it forever... as Allah, the Exalted, said regarding them:regarding them:
Thus will Allah show them their deeds as regrets upon them. And they are never to emerge from the Fire.
[Al-Baqarah 2:167]
, and He, Glorified and Exalted is He, said regarding them:
They will wish to get out of the Fire, but never are they to emerge therefrom, and for them is an enduring punishment.
[Al-Ma'idah 5:37]
, and He, Glorified and Exalted is He, said regarding them:
every time it subsides We increase them in blazing fire.
[Al-Isra 17:97]
, and the Exalted said regarding them:regarding them:
"So taste [the penalty], and never will We increase you except in torment."
[The Tidings:30].
And the Exalted saidregarding them as well:
And for those who disbelieve will be the fire of Hell. [Death] is not decreed for them so they may die, nor will its torment be lightened for them. Thus do we recompense every ungrateful one.
[Fatir 35:36]
And they are crying out within it, “Our Lord, take us out so that we may do righteous deeds other than what we used to do.”[Surat al-Fatir: 36-37] He responds to them, Exalted is He, by saying:
But did We not grant you life enough for whoever would remember therein to remember, and the warner had come to you? So taste [the punishment], for there is not for the wrongdoers any helper.
[Surat al-Fatir: 37].
The verses in this meaning are many, and what we have mentioned is the statement of the people of the Sunnah and the community, from the Companions of the Prophet (peace and blessings be upon him) and those who followed them with excellence. We ask Allah to make us among them, and success is from Allah.
