Question:
People in this country are obligated by law to insure their cars. If one of them is involved in an accident, is it permissible for him to repair his car with this insurance?

Answer:
If they are obligated, he takes back what he paid, no more. He does not take the excess, which is gambling. If he paid them ten thousand, he takes ten thousand; if he paid four, he takes four; if he paid three, he takes three; if he paid two thousand, he takes two thousand. He does not take the excess. If he does take it, he gives it in charity, spending it on acts of righteousness for the poor and the needy.
