Regarding the sunnah before it, there is a hadith in which the Prophet (peace and blessings be upon him) said:
It is for him who desires (to perform it). صلوا قبل المغرب . وقال في الثالثة : لمن شاء

: so that it does not become a regular voluntary prayer (rawatib). So when the Maghrib adhan is called, pray two rak'ahs as a sunnah, but it is not like the sunnah after it, which is a confirmed regular voluntary prayer (rawatib). Rather, it is a sunnah such that if a person leaves it, there is no blame on him, and if he does it, there is no blame on him. For this reason, Anas said:
The Prophet (peace and blessings be upon him) used to see us praying, but he did not order us, nor did he forbid us كان النبي صلى الله عليه وسلم يرانا نصلي فلم يأمرنا ولم ينهنا
