A: It is not permissible to travel with the intention of visiting the grave of the Prophet (peace and blessings be upon him) or the grave of any other person, according to the most correct of the scholars' opinions; based on the saying of the Prophet (peace and blessings be upon him):
One should not undertake journeys except to three mosques: al-Masque al-Haram (in Makkah ), the Aqsa mosque, or this mosque (in Madinah).لا تشد الرحال إلا إلى ثلاثة مساجد: المسجد الحرام، ومسجدي هذا، والمسجد الأقصى

And what is prescribed for one who wishes to visit the grave of the Prophet (peace and blessings be upon him) while being far from Madinah is to intend to visit the Prophet's Mosque by traveling, so that visiting the noble grave, the graves of Abu Bakr and 'Umar, the martyrs, and the people of al-Baqi' is included as a consequence of that. And if he intends them, it is permissible; because what is permissible as a consequence is not permissible independently.
As for intending the grave for the sake of visiting it only, it is not permissible with the exertion of travel. But if he is near and does not need to exert himself in travel, and his going to the grave is not called traveling, then there is no blame on him; because visiting his grave (peace and blessings be upon him) and the graves of his two companions without the exertion of travel is a recommended practice and a nearness to Allah. Likewise, visiting the graves of the martyrs and the people of al-Baqi' is a recommended practice and a nearness to Allah. Likewise, visiting the graves of Muslims in every place is a recommended practice and a nearness to Allah, but without the exertion of travel, based on the saying of the Prophet (peace and blessings be upon him):
Visit the graves, for they will remind you of the Hereafter.زوروا القبور فإنها تذكركم الآخرة

And he (peace and blessings be upon him) used to teach his Companions when they visited the graves to say:
As-salamu ‘alaykum ahlad-diyar minal-mu’minina wal- muslimin, wa inna insha’ Allah bikum lahiqun, nas’alul-laha lana wa lakumul-‘afiyah (Peace be upon you, O inhabitants of the abodes, believers and Muslims, and we will join you soon if Allah wills. We ask Allah for well-being for us and for you).السلام عليكم أهل الديار من المؤمنين والمسلمين، وإنا إن شاء الله بكم لاحقون، نسأل الله لنا ولكم العافية
