Answer:
Visiting graves is a recommended practice (sunnah) for men. The Prophet (peace and blessings be upon him) said:
Visit the graves, for they will remind you of the Hereafter.زوروا القبور فإنَّها تُذكركم الآخرة

, so it is a recommended practice. Visiting graves for men: visiting the grave of the Prophet (peace and blessings be upon him) and others, one does not travel specifically for it; it is visited but without traveling specifically for it:
One does not travel specifically for anything except three mosques: the Sacred Mosque, the Prophet’s (peace and blessings be upon him) Mosque, and the Al-Aqsa Mosque.لا تُشدّ الرحال إلا لثلاثة مساجد: المسجد الحرام، ومسجد النبي ﷺ، والمسجد الأقصى
for praying in them, making supplication, reciting, performing i'tikaf (spiritual retreat), and the like, and for Hajj and 'Umrah in the Sacred Mosque.
As for graves, they are not visited by traveling specifically for them, but without traveling specifically for them. Every person visits the graves in his country, or comes to a country for trade, or to visit a brother of his, and visits their graves and greets them; this is a recommended practice. So they are visited without traveling specifically for them in the case of men; because the Messenger ordered this, he said:
Visit the graves, for they will remind you of the Hereafter.زوروا القبورَ فإنها تُذكركم الآخرة

, so he prohibited it first in the early days of Islam; because the people had an attachment to graves, so they were weaned from them, and they were prohibited from them. Then, when Islam spread and the people understood Islam, visiting graves was permitted for them.
As for women: that was not permitted for them. It has come in the hadiths: Cursed are the women who visit graves. So it is not permissible for women to visit graves absolutely. The visitation is exclusively for men.
