A: This is from an authentic hadith from Abu Hurayrah (may Allah be pleased with him) from the Prophet (peace and blessings be upon him), narrated by al-Bukhari in his Sahih. Its beginning is: Allah the Exalted says: :
I will declare war against him who shows hostility to a pious worshipper of Mineمن آذى لي وليا فقد آذنته بالحرب

Hesitation is an attribute befitting Allah the Exalted, and none knows its modality except He (Glorified and Exalted is He). It is not like our hesitation. The hesitation attributed to Allah does not resemble the hesitation of created beings; rather, it is a hesitation befitting Him (Glorified and Exalted is He), like His other attributes (Exalted and Majestic is He).
