I have not hesitated about anything I do as I hesitate about taking the soul of a believer who dislikes death, for I dislike grieving him, but he cannot escape it. وما ترددت عن شيء أنا فاعله ترددي عن قبض نفس عبدي المؤمن يكره الموت وأكره إساءته ولا بد له منه

Hesitation is of two types: hesitation due to a difficulty, which is for the doer; this is impossible for Allah the Exalted. And hesitation regarding an action concerning others, because He does not like to do anything that would sadden them or that they would dislike, but it is necessary, meaning death. The prohibited hesitation for Allah the Exalted is if the cause of the hesitation is a difficulty in the matter for Him; this is impossible in the case of Allah.
As for if He does or does not do something for the sake of the state of others, there is no harm; this is established for Allah the Exalted. Yes.
