Q: Is evil changed by force? For whom is changing it by force applicable, with mention of the evidence? May Allah preserve you.

A: Allah (Glorified and Exalted is He) described the believers with forbidding evil and enjoining good. He the Exalted said:
The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrongوَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ
[At-Tawbah: 71] And He the Exalted said:
And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrongوَلْتَكُنْ مِنْكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ
[Al-Imran: 104] He the Exalted said:
You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrongكُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنْكَرِ
[Al-Imran: 110] And the verses regarding enjoining good and forbidding evil are very numerous, and that is only because of its importance and the intense need for it.
And in the authentic hadith, he (peace and blessings be upon him) said:
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه، وذلك أضعف الإيمان
Sahih Muslim 49a
Narrated by Muslim in the Sahih.
So forbidding evil is by force in the case of one who is able to do so, such as the rulers and the specialized committee for what has been entrusted to them, the people of hisbah for what has been entrusted to them, the commander for what has been entrusted to him, the judge for what has been entrusted to him, and a person in his home with his children and his family in what he is able to do.
As for one who is not able to do so, or if his changing it by force leads to fitnah, discord, and harm, then he does not change it by force, but he forbids it with his tongue, and that is sufficient for him so that what is more evil than the evil he forbade does not occur through his forbidding it by force, as the scholars have explicitly stated.
As for him, it is sufficient for him to forbid it with his tongue, saying: "My brother, fear Allah, this is not permissible, this must be left, this must be done," and similar to that of good words and good manner.
Then after the tongue comes the heart, meaning he hates the evil in his heart and shows his hatred and does not sit with its people, so this is part of his forbidding it with the heart, and success is from Allah.
