The Prophet (peace and blessings be upon him) said:
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه، وذلك أضعف الإيمان

What is the limit of changing evil by hand?

Answer:
The hadith is authentic; Muslim narrated it in his Sahih, and Muslim also narrated a similar report from Ibn Mas'ud (may Allah be pleased with him) with the same meaning. Changing by hand means removing the evil, such as dispersing a group of people sitting in a place of evil, dispersing them, or if they are sitting and neglecting the congregational prayer, dispersing them and compelling them to go to the mosques. It is like destroying an image, like pouring out intoxicants, or breaking a flute. All of this is changing by hand. However, this is not for just anyone; it is only for one who has the ability, such as a man over his children in his home, a ruler over those under his authority, or a sovereign over the subjects. It is the one who commands those who oversee the subjects, such as the committees, the people of hisbah (market oversight), the police, and the like of those to whom such matters are entrusted.
As for a person who has no authority, it is sufficient for him to change it with his tongue and his heart, not with his hand. Because if he changes it with his hand, it leads to fitnah (trial, discord or temptation), evils, brawls, and something whose outcome is not to be praised. The state in such countries, the Kingdom of Saudi Arabia, prevents this except through those to whom this matter is entrusted, such as the committees and the like of those to whom the matter is entrusted. So the believer in such a case condemns with his tongue in the markets, advises with his tongue, and directs to good with his tongue. As for the hand, that is for the people of hisbah to whom this matter is entrusted, and it is not for every individual. Yes.
