Q: A question from: M. A - from America, saying: We would like Your Eminence to clarify for us the ruling on calling to Allah and the aspects of virtue in it?
A: As for its ruling: The evidence from the Book and the Sunnah indicates that calling to Allah is obligatory, and that it is among the obligatory duties. The evidence for this is abundant, among which is the saying of the Exalted:
And let there be [arising] from you a nation inviting to [all that is] good, enjoining what is right and forbidding what is wrong, and those will be the successful.وَلْتَكُنْ مِنْكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ وَيَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ وَأُولَئِكَ هُمُ الْمُفْلِحُونَ
[Al Imran: 104]. And among which is the saying of the Glorious and Majestic:
Invite to the way of your Lord with wisdom and good instruction, and argue with them in a way that is bestادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُ
[An Nahl: 125]. And among which is the saying of :
And invite [people] to your Lord. And never be of those who associate others with Allah.وَادْعُ إِلَى رَبِّكَ وَلا تَكُونَنَّ مِنَ الْمُشْرِكِينَ
[Al Qasas: 87]. And among which is the saying of the Exalted:
This is my way; I invite to Allah with insight, I and those who follow meقُلْ هَذِهِ سَبِيلِي أَدْعُو إِلَى اللَّهِ عَلَى بَصِيرَةٍ أَنَا وَمَنِ اتَّبَعَنِي
[Yusuf: 108]. Thus, the Exalted made clear that the followers of the Messenger (peace and blessings be upon him) are the callers to Allah, and they are the people of insight.
And the obligatory duty—as is well known—is to follow him and proceed upon his methodology, (peace and blessings be upon him), as the Exalted said:
There has certainly been for you in the Messenger of Allah an excellent pattern for anyone whose hope is in Allah and the Last Day and [who] remembers Allah often.لَقَدْ كَانَ لَكُمْ فِي رَسُولِ اللَّهِ أُسْوَةٌ حَسَنَةٌ لِمَنْ كَانَ يَرْجُو اللَّهَ وَالْيَوْمَ الْآخِرَ وَذَكَرَ اللَّهَ كَثِيرًا
[Al Ahzab: 21]. And the scholars have explicitly stated that calling to Allah is a collective obligation with respect to the regions where there are callers. For every region and every territory needs the call and activity therein. So it is a collective obligation; if those who suffice perform it, that obligation drops from the rest, and the call becomes a confirmed recommended practice and a noble good deed for the rest.
And if the people of the territory or the people of the specific region do not perform the call completely, the sin becomes general; because they left the obligatory duty.
As for looking at the countries in general, the obligatory duty is that there exists a group established to perform the call to Allah, the Glorious and Majestic, in the corners of the inhabited world, conveying the messages of Allah and clarifying the command of Allah by the possible means. For the Messenger (peace and blessings be upon him) sent callers and dispatched letters to the people and to the kings and leaders, and called them to Allah .
