Q: Many students of knowledge who attend lessons and lectures and crowd the scholars in the lectures do not enjoin good and forbid evil. We hope you will direct a word of advice on this occasion?

A: It is obligatory for everyone to cooperate in enjoining good and forbidding evil to the best of their ability. If enough people do so, the obligation falls off the rest. However, if everyone neglects it, they have sinned. Therefore, every person must do their utmost. If a person is in a place where no one enjoins good and forbids evil, it becomes obligatory for him to do so, based on the saying of the Prophet (peace and blessings be upon him): “Whoever among you sees an evil, let him change it with his hand, and if he cannot, then with his tongue, and if he cannot, then with his heart, and that is the weakest of faith.” Narrated by Imam Muslim in the Sahih. Therefore, it is obligatory for Muslims to cooperate in this matter and advise one another to it wherever they are: in the mosque, on the road, at home with their families, and elsewhere. Allah the Exalted said:
O you who have believed, protect yourselves and your families from a Fireيَا أَيُّهَا الَّذِينَ آمَنُوا قُوا أَنْفُسَكُمْ وَأَهْلِيكُمْ نَارًا
[At-Tahrim 66:6]
the verse [al-Tahrim: 6].
Therefore, in such a case, it is obligatory to cooperate in good and to be patient in doing so.
