Q: A female questioner says: In our country, drinking water is often mixed with the purifying substance chlorine, which is a substance that changes the color and taste of the water. Does this affect its purity for the one performing wudu? Please inform us; may Allah reward you.

A: If water is changed by pure substances or by medicines placed in it to prevent what might harm people, while the name "water" remains applicable to it, then this does not harm it, even if some change occurs due to this. This is like if it were changed by the algae that grows in it, by tree leaves, by the dirt that gets into it, or the like of that.
None of this harms it; it remains a purifier in its state. It is not harmed unless it is changed by something that removes it from the name "water" until it becomes something else, such as if milk were added to water until it changed and became milk, or became tea, or became a broth that is outside the name "water." In this case, wudu is not valid with it because it has moved from the name "water" to another name.
As long as the name "water" remains and only some pure substances have fallen into it, such as dirt, straw, or other things that do not deprive it of the name "water," this does not harm it. As for impurities, they invalidate it if its taste, color, or smell changes, or if it is a small amount that is affected by the impurity, even if it does not appear in it; in that case, it is invalidated by it, and it is not permissible to use it.
