Question: There have been many questions about certain companies, such as the Makkah Construction and Development Company and the Qassim Agricultural Investment Company. People ask: Is participating in them considered riba, or do they not deal in riba?

Answer: Regarding the Tiybah Company, the Makkah Company, and other such companies, we do not know of anything that prevents participation in them. However, we are informed that many companies use their funds through banks in a manner involving riba. We advise all companies that use this method to abandon it, or to use their funds through lawful means rather than through riba. A company that uses funds in riba must be avoided, and one must not cooperate with it in this matter. If a person knows the amount of riba that has entered his wealth, he should give its equivalent to the poor, whether that is ten percent, twenty percent, or less or more, so that he is safe from the evil of riba.
Every company should fear Allah and beware of riba in all its transactions. Indeed, Allah (Mighty and Majestic) has forbidden riba and removed its blessing, as He the Exalted said:
But Allah has permitted trade and has forbidden interestوَأَحَلَّ اللَّهُ الْبَيْعَ وَحَرَّمَ الرِّبَا
[al-Baqarah: 275] And He the Exalted said:
Allah destroys riba (usury or interest) and multiplies charities.يَمْحَقُ اللَّهُ الرِّبَا وَيُرْبِي الصَّدَقَاتِ
[al-Baqarah: 276]. Thus, riba is stripped of blessing, and it is obligatory to beware of it. All companies—Makkah Company, Madinah Company, Qassim Company, and whatever company it may be—all companies should fear Allah, and their presidents and managers should fear Allah in this regard. They should strive to ensure that all their works and transactions are in accordance with the Shari'ah. They should seek the rulings of scholars regarding what is difficult for them so that they may be upon clear understanding. The funds they collect should be used in the sound transactions that Allah has prescribed, whether in cash or on credit. They may buy goods with them and sell them on credit, or they may buy various types of work and then sell them for other types of work hand-to-hand for a profit, provided that they are of different kinds.
Currency is not sold for its like except hand-to-hand, like for like. If it is one currency for another, such as the riyal for the dollar, or the British pound for another, it is permissible to sell hand-to-hand without delay, even if there is a difference in value. The lawful methods exist and are sufficient, praise be to Allah. People do not need riba, except that Satan calls them to it and beautifies for them the quick profit of riba. We ask Allah for ourselves and for all Muslims to be safe from everything that angers Him.
