A question from: G. A. K. - Iraq, he says: I am a student in the preparatory school, living in the internal dormitory. I woke up in the morning to perform the obligatory Fajr prayer, and the weather was very cold, and I had no means to heat the water, so I wiped without washing my feet with water. Is this prayer acceptable? Or do you advise me to make it up?

A: This requires a detailed explanation: If you are able to find warm water, or you can heat the cold water, or buy it from your neighbors or non-neighbors, then it is obligatory for you to do so; because Allah says:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Al-Taghabun: 16].
So you must do what you can of buying or heating or other means that enable you to perform the Shari'ah ablution with water. If you are unable and the cold is severe and poses a danger to you, and you have no way to heat it or buy any hot water from those around you, then you are excused, and tayammum (dry ablution) is sufficient for you; due to the saying of Allah the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Al-Taghabun: 16] and His saying, the Most High:
and do not find water, then seek clean earth and wipe over your faces and hands with itفَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا فَامْسَحُوا بِوُجُوهِكُمْ وَأَيْدِيكُمْ مِنْهُ
[Al-Ma'idah 5:6]
the verse [Al-Ma'idah: 6].
The ruling of the one who is unable to use water is the same as the ruling of the one who does not find water.
