Q: An imam is leading people in prayer and he is not wearing a head covering; what is the ruling in this case?

A: There is no harm in that; because the head is not part of the awrah (part of the body that must be covered), and the obligatory thing is to pray wearing the izar (lower garment) and the rida (upper garment); due to the saying of the Prophet (peace and blessings be upon him):
None of you should offer Salat (prayer) in a single garment with no part of it on his shoulders.لا يصلي أحدكم في الثوب الواحد ليس على عاتقه منه شيء
Bulugh al-Maram 2:72
However, if he takes his adornment and completes his clothing, that is better; due to the saying of Allah (Mighty and Majestic):
O children of Adam, take your adornment at every masjidيَا بَنِي آدَمَ خُذُوا زِينَتَكُمْ عِنْدَ كُلِّ مَسْجِدٍ
[Al-A'raf: 31] As for if he is in a country where it is not their custom to cover the head, there is nothing wrong with him uncovering it.
