A: If his recitation of Surat al-Fatihah is sound and he does not omit anything from it in a way that changes the meaning, there is no harm in his leading the prayer, because reciting what is in addition to it is not obligatory. However, if his condition is contrary to that, it is not permissible for him to lead the prayer except with someone like him.
