Is it forbidden for a person in ihram to scratch his hair?

Machine translationRead the Arabic original
The Shaykh : Do we say, based on that, that it is forbidden for a person in ihram to scratch his head? No, it is not forbidden to scratch his head, except if he scratches it so that the hair falls out from the scratching; then it is forbidden. But if he scratches it to relieve the itch and something falls out unintentionally, it does not harm him. Aishah (may Allah be pleased with her) was told that some people say it is not permissible to scratch the head, and she said: "If I could not scratch it with my hand, I would scratch it with my foot" (may Allah be pleased with her). This is an exaggeration in permissibility. I have seen many pilgrims who, when they want to scratch their head, tap it like this, out of fear of what? Out of fear that the hair will fall out. All of this is excessive strictness. The important thing is that you do not scratch it to make the hair fall out. If you scratch it for a purpose and something falls out unintentionally, he owes nothing.
