Question: What is the ruling on plucking light hair for one who is in the state of ihram? Is there any blame in it?

Answer: One in the state of ihram does not pluck hair. However, if he scratches his hair or his skin lightly and gently, there is no blame. But if he plucks it such that he cuts hair, a nail, or skin, that is not permissible in the state of ihram. So, when a Muslim enters the state of ihram, he does not cut hair, does not cut nails, does not use perfume, does not cover his head with a turban or the like, does not cover his body with a shirt or the like, and does not kill game. All these matters are prohibited for one in the state of ihram. He does not contract marriage, does not propose to a woman, and does not contract marriage for his ward while he is in the state of ihram. All these are forbidden in the state of ihram. Likewise, he does not have intercourse with her, nor does he engage in intimacy through kissing or otherwise, until he exits the state of ihram. All these are prohibited in the state of ihram.
