When is the one performing tamattu' considered unable to provide the sacrificial animal?

Machine translationRead the Arabic original
The questioner : What is the correct and accepted opinion regarding the one who is unable to provide the sacrificial animal when transitioning to fasting?

The Shaykh : How?

The questioner : If the one performing tamattu' is unable to provide the sacrificial animal, from when is this inability considered? From the dawn of the Day of Sacrifice?

The Shaykh : We said that the school of thought holds that it is from the dawn of the Day of Sacrifice. In a second opinion, it is from when the sun has risen the height of a spear. These two opinions are close, meaning that generally, the one who does not find [the means] at the dawn of the day will not find it [later].

The Shaykh : No, O pilgrims, you have overwhelmed us now. Now we want to clear the questions regarding Hajj.
