The questioner : He says:The questioner : When does the one performing tamattu' fast the three days if he is unable to offer the blood (sacrifice)?

The Shaykh : The one performing tamattu' fasts the three days if he is unable to offer the blood, from his entering the state of ihram for 'Umrah until the last of the days of Tashriq, based on the saying of Allah the Exalted:
And whoever cannot find [or afford such an animal] - then a fast of three days during Hajj and of seven when you have returned فمن لم يجد فصيام ثلاثة أيام في الحج وسبعة إذا رجعتم
[Al-Baqarah 2:196]
. And 'Umrah is part of Hajj, based on the saying of the Prophet (peace and blessings be upon him):
Umrah has been entered into Hajj دخلت العمرة في الحج
Jami` at-Tirmidhi 932Sahih (Darussalam)
. And his saying (peace and blessings be upon him):
'Umrah is a lesser Hajj العمرة حج أصغر
or he said:
the lesser Hajj الحج الأصغر
. The last of the fasting is the three days after the festival, based on the saying of Ibn 'Umar and 'A'ishah (may Allah be pleased with them both):
