How should one advise a woman who exposes her face?

Machine translationRead the Arabic original
Question:
If a woman exposes her face to some non-mahram men, should she be rebuked? They claim to follow some of the scholars' opinions, saying that the issue of exposing the face is a matter of scholarly disagreement, and so on. Should she be rebuked?

Answer:
From the perspective of giving advice.
Q: I mean, they say we follow the opinion of so-and-so?
A: Allah, the Exalted and Majestic, said:
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.
[Al-Ahzab:53] and He said:
not expose their adornment except to their husbandsوَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ
[An-Nur:31]. The face is the greatest of adornments!
Q: Should they be rebuked?
A: Yes, they should be rebuked, but with gentleness, not harshness, and with advice.
Q: Regarding the disagreement about covering the face for women, which is the stronger position: covering or the disagreement?
A: The stronger position is hijab, based on the explicit text of the Qur'an.
Q: Regarding the exposure, is this Qur'anic text abrogated, or what is said about it?
A: The Qur'an makes it clear that hijab is obligatory. Initially, women were permitted to expose themselves, then Allah prohibited that. That was abrogated; the exposure was abrogated, and the hijab remained.
Q: Is the covering obligatory?
A: Yes.
