The third question of Fatwa number ( 6481 )
Q3: If a woman performs Hajj, they say: she must uncover her face. Does she uncover her face while performing tawaf around the Sacred House of Allah amidst the crowd of men or not?
A3: It is not permissible for a woman to wear the niqab while in the state of ihram, nor is it permissible for her to uncover her face in the presence of men who are not her mahram, whether she is in the state of ihram or not. However, she should lower a part of her khimar over her face; based on the statement of Aisha (may Allah be pleased with her):
Riders would pass us when we were performing the rites of pilgrimage along with God’s messenger, and when they came by us one of us would let down her outer garment from her head over her face, and when they had passed on we would uncover our facesكان الرجال يمرون بنا ونحن محرمات مع رسول الله صلى الله عليه وسلم، فإذا حاذونا سدلت إحدانا جلبابها من رأسها على وجهها، فإذا جاوزونا كشفناه
