The ruling on one who performs 'Umrah in the months of Hajj and then returns to his hometown

Machine translationRead the Arabic original
Your Eminence! A person performed 'Umrah in the months of Hajj and then returned to his hometown. He is from the people of Riyadh, or from the people of Najd, or from any other place. Is Hajj obligatory for him?
He is not required to.

The questioner: If he wants to perform Hajj? The Shaykh: If he intends Hajj as an obligation or as a voluntary act?The questioner: Voluntary prayer.

The Shaykh: It is not obligatory for him. If he wishes, he may perform Hajj, and if he wishes, he may not.

The questioner: But if he intends to perform Hajj? The Shaykh: If he intends to perform Hajj, and the first thing he did was perform 'Umrah without intending Hajj, but rather intending 'Umrah alone, just as the Prophet (peace and blessings be upon him) performed 'Umrah in Dhu al-Qa'dah in the months of Hajj, and then it occurred to him afterwards to perform Hajj, so he performed Hajj alone.
