Question:

Answer:
The Sunnah is for it to be shortly before Fajr, not far before, as Bilal did with Ibn Umm Maktum; he would call to prayer nearby. If it is half an hour, a third of an hour, or a quarter of an hour before the adhan, that is preferable, because the purpose is to alert people that Fajr is approaching. Some people have permitted it to be from the middle of the night, but there is no evidence for that, so it is preferable for it to be close to Fajr.
