What is the ruling on al-tathweeb, and is it in the first adhan before Fajr or the second adhan?

Machine translationRead the Arabic original
The questioner : May Allah reward you, O Shaykh: Is al-tathweeb in the adhan for the Fajr prayer in the first one or the second?

The Shaykh : Al-tathweeb!

The questioner : Yes, that is correct.

The Shaykh : I mean: Do you mean in the iqamah or in the adhan?

The questioner : In the adhan.

The Shaykh : There is no first or second; there is no first adhan for Fajr, my brother!

The questioner : The Fajr prayer.

The Shaykh : There is no first adhan for Fajr, may Allah bless you.

The questioner : The one before it, O Shaykh.

The Shaykh : The one before Fajr?

The questioner : Yes, yes.

The Shaykh : That is not an adhan for Fajr, for Muhammad (peace and blessings be upon him) said:
Bilal calls the Adhan during the night to wake those who are sleeping and so that those who are praying Qiyam can return. إن بلالاً يؤذن بليل ليوقظ نائمكم ويُرجع قائمكم
Sunan an-Nasa'i 641Sahih (Darussalam)
He did not say: "He calls the adhan at night to inform you of Fajr." And the adhan for prayer does not occur except after the time of the prayer has entered, based on the saying of the Prophet (peace and blessings be upon him):
when the time for prayer comes, one amongst you should announce Adhan إذا حضرت الصلاة فليؤذن لكم أحدكم
Sahih Muslim 674a
.
So the first adhan, which is called the first, is in reality not for Fajr, but for those who wish to stand in prayer at night.
And al-tathweeb, which is saying: "Prayer is better than sleep", is prescribed only in the adhan for Fajr, which is the adhan after the appearance of Fajr. And what has been reported in the hadith:
When you call the first adhan for the Fajr prayer إذا أذنت الأول لصلاة الفجر
, the intended meaning is: the adhan after the appearance of Fajr. But it is called the first relative to the iqamah, because the iqamah is called an adhan, as the Messenger (peace and blessings be upon him) said:
Between every two calls (to prayer) there is a Salat بين كل أذانين صلاة
Jami` at-Tirmidhi 185Sahih (Darussalam)
. And also, as came in the hadith of Ibn 'Umar—I think—he was asked about the prayer of the Prophet (peace and blessings be upon him) after Fajr, so he said:
He used to pray two rak'ahs after the adhan of Fajr, as if the adhan was between his ears. كان يصلي ركعتين بعد أذان الفجر، كأن الأذان بين أذنيه
. The scholars said that the intended meaning of "adhan" here is the iqamah, meaning: as if he establishes [the prayer] in the sense that he hastens through the sunnah of Fajr, because the sunnah in the sunnah of Fajr is to make it light.
So the important thing, my brother, is that al-tathweeb, which is saying: "Prayer is better than sleep", only occurs in the adhan after the appearance of Fajr.

The questioner : And what is done in the Haram, O Shaykh?

The Shaykh : What is done in the Haram?

The questioner : There are two adhans, O Shaykh.

The Shaykh : Where is it?

The questioner : In the Haram.

The Shaykh : For Fajr?

The questioner : Yes, that is correct.

The Shaykh : There are not two adhans for Fajr.

The questioner : Before, before the time, an adhan.

The Shaykh : That is not for Fajr; that is to return the one who is standing and wake the one who is sleeping. And it also exists outside the Haram, even here with us in Unaizah, the adhan is called an hour before Fajr and the other half an hour, depending.
The important thing is that what is before the entry of the time is not an adhan for prayer; take this as a rule.
