Is it obligatory for children to complete Hajj and 'Umrah?

Machine translationRead the Arabic original
Question:
His statement:
And complete the Hajj and 'umrah for Allahوَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ
[Al-Baqarah 2:196]
Does this include even the young ones?

Answer:
It includes those whom their guardians brought in, but not if they did so on their own; nothing is obligatory upon them if they are on their own. However, if their guardian brings them in, that is the subject of discussion among the scholars. If he brings them in, he is obligated to complete the rites with those who are under seven years old. As for if they enter the state of ihram on their own, they are permitted to exit the state of ihram. But it is recommended that he teach them until they complete the rites, because they are not under an obligation. It may be said that completing the rites is obligatory for them because they have entered into it, just as a person performing voluntary Hajj or voluntary 'Umrah is obligated to complete it. If a person performs Hajj or 'Umrah voluntarily, he is obligated to complete it. It may also be said regarding the children that their guardian is obligated to compel them to complete the rites because they are the ones who brought them in, even though they are not accountable for religious duties, but due to a countervailing factor, just as they are prevented from sins even though they are not accountable, so that they do not play with the rites. This is a sound opinion, but the original ruling is that they are not obligated, as they are not accountable. However, if they enter the state of ihram as sane individuals who have reached the age of seven—meaning they entered on their own—it is recommended that their guardian emphasize to them that they complete the rites. And if he brings them in and they are under seven, he is obligated to complete the rites with them, as he is the one who completes them; because he is responsible for them, just as he restrains them from the forbidden.
