And complete the Hajj and 'umrah for Allahوَأَتِمُّوا الْحَجَّ وَالْعُمْرَةَ لِلَّهِ
[al-Baqarah:196]?

Answer:
Based on its apparent meaning, it is obligatory for one who enters into them to complete them; whoever enters the state of ihram for Hajj must complete it, and whoever enters the state of ihram for 'Umrah must complete it, unless he makes a condition, saying: "If I am prevented by a preventer," in which case he is bound by his condition; otherwise, it is obligatory that if he enters into Hajj, he completes it, and if he enters into 'Umrah, he completes it.
