Answer:
This is if there is something on him that he must remove before he begins the ablution. If there is clay or something else, he must remove it beforehand; he must get rid of it. Removing the residue is not considered transgression; he must remove it. The three washes are for the ablution itself, not for removing the impurity. Whether it is dough, sores that prevent the water from reaching, or he removes them, or it is clay, or something else; he must remove it so that he can complete the ablution with three washes, or two.
