Question:
If a person intends to travel but has not yet departed and is still within the town, is he permitted to combine and shorten his prayers, or must he leave the town before he is entitled to combine and shorten? We ask for an answer. May Allah reward you with good.

Answer:
As long as he is in the town, he prays the prayer of the people of the town, which is four rak'ahs. He does not shorten or combine until he travels. Yes.
